เมื่อวันที่ 21 ตุลาคม 2568 ที่ผ่านมา สถาบันวัคซีนแห่งชาติ นำโดย นพ.นคร เปรมศรี ผู้อำนวยการสถาบันวัคซีนแห่งชาติ พร้อมด้วย ผศ.ดร.ภก.วิสิฐ ตั้งเคียงศิริสิน รองผู้อำนวยการฯ และบุคลากรสถาบันวัคซีนแห่งชาติ ร่วมด้วย ศาสตราจารย์ แพทย์หญิงธันยวีร์ ภูธนกิจ จาก คณะแพทยศาสตร์ จุฬาลงกรณ์มหาวิทยาลัย ได้รับเกียรติอย่างสูงในการเข้าพบ นายหยาง เสี่ยวหลง ที่ปรึกษาด้านวัฒนธรรม สถานเอกอัครราชทูตสาธารณรัฐประชาชนจีนประจำประเทศไทย เนื่องในโอกาสเฉลิมฉลอง ครบรอบ 50 ปี ความสัมพันธ์ทางการทูตไทย–จีน ในปี 2568
ในการเข้าพบครั้งนี้ นพ.นคร เปรมศรี ได้แสดงความขอบคุณต่อความร่วมมือด้านวัคซีนระหว่างประเทศไทยและจีน ที่ดำเนินมาอย่างยาวนานทั้งในระดับระหว่าง รัฐต่อรัฐ และ รัฐต่อเอกชน หนึ่งในความร่วมมือสำคัญคือ โครงการถ่ายทอดเทคโนโลยีการผลิตวัคซีน HPV ชนิด 9 สายพันธุ์ จากบริษัท Xiamen Innovax Biotech Co., Ltd. (INNOVAX) สาธารณรัฐประชาชนจีน ให้กับบริษัท โกลบอล ไบโอเทค โปรดักส์ (Global Biotech Products, GBP) ผู้ผลิตวัคซีนในประเทศไทย ซึ่งนับเป็นครั้งแรกที่บริษัทเอกชนของประเทศไทยได้รับการถ่ายทอดเทคโนโลยีการผลิตจากบริษัทวัคซีนของประเทศจีน โดยได้รับการสนับสนุนเชิงนโยบาย การประสานงาน และกลไกการให้ทุนจากสถาบันวัคซีนแห่งชาติ เพื่อเสริมสร้างขีดความสามารถของประเทศในการผลิตวัคซีนได้ด้วยตนเอง และสร้างความมั่นคงด้านการเข้าถึงวัคซีน HPV อย่างยั่งยืน ซึ่งจากความร่วมมือนี้ได้นำไปสู่การทำงานร่วมกันระหว่าง INNOVAX และคณะแพทยศาสตร์ จุฬาลงกรณ์มหาวิทยาลัยที่ในขณะนี้ได้เริ่มดำเนินการศึกษาเกี่ยวกับการให้วัคซีน HPV-9 ของบริษัท INNOVAX แบบหนึ่งเข็ม (single dose regimen) เพื่อเป็นข้อมูลเชิงประจักษ์ สำหรับการใช้วัคซีนในแผนงานการสร้างเสริมภูมิคุ้มกันโรคต่อไป
นอกจากนี้ ความร่วมมือระหว่างสองประเทศในช่วงสถานการณ์การแพร่ระบาดของโรคโควิด 19 ยังมีบทบาทสำคัญที่ช่วยให้ประเทศไทยสามารถเข้าถึงวัคซีนโควิด 19 และรับมือกับสถานการณ์ได้อย่างทันท่วงทีในระยะเริ่มต้น
ในระดับภูมิภาค ประเทศจีนได้ให้การสนับสนุนการขับเคลื่อนงานด้าน ความมั่นคงและการพึ่งพาตนเองด้านวัคซีนของอาเซียน (ASEAN Vaccine Security and Self-Reliance: AVSSR) ผ่านกองทุน ASEAN-China Cooperation Fund (ACCF) ภายใต้กรอบความร่วมมืออาเซียน-จีน ในช่วงปี พ.ศ. 2565–2566 ซึ่งมีส่วนสำคัญต่อการพัฒนาและขับเคลื่อนความร่วมมือด้านวัคซีนในภูมิภาคอาเซียนอย่างเป็นรูปธรรม
ด้าน นายหยาง เสี่ยวหลง กล่าวว่า “นับเป็นความน่ายินดีอย่างยิ่งที่ได้เห็นความสัมพันธ์อันแน่นแฟ้นและความร่วมมือที่ก่อให้เกิดผลสัมฤทธิ์ระหว่างไทยและจีนตลอดระยะเวลา 50 ปีที่ผ่านมา โดยเฉพาะในด้านการแพทย์และสาธารณสุข จีนพร้อมที่จะสานต่อความร่วมมืออย่างใกล้ชิดกับประเทศไทย เพื่อเสริมสร้างพันธมิตรที่เข้มแข็งและยั่งยืนต่อไปในอนาคต”
NVI Strengthens Vaccine Collaboration with China on the Occasion of the 50th Anniversary of Thailand–China Diplomatic Relations
On October 21, 2025, the National Vaccine Institute (NVI), led by Dr. Nakorn Premsri, Director of NVI, together with Assoc. Prof. Dr. Wisit Tangkeangsirisin, Deputy Director, and NVI personnel, along with Prof. Dr. Thanyavee Phuthanakit from Chulalongkorn University (CU), had the great honor to pay a courtesy visit to Mr. Yang Xiaolong, Cultural Counsellor of the Embassy of the People’s Republic of China in Thailand, on the occasion of the 50th Anniversary of the Establishment of Diplomatic Relations between Thailand and China in 2025.
During the meeting, Dr. Nakorn Premsri expressed his appreciation for the long-standing vaccine collaboration between Thailand and China, encompassing both government-to-government and public–private partnerships.
One of the most significant initiatives is the technology transfer of the 9-valent HPV vaccine from Xiamen Innovax Biotech Co., Ltd. (INNOVAX) to Global Biotech Products Co., Ltd. (GBP), a Thai vaccine manufacturer. This marks the first-ever vaccine technology transfer from China’s manufacturer to Thailand’s manufacturer, made possible through policy support, coordination, and funding mechanisms provided by NVI to strengthen domestic manufacturing capacity. The collaboration aims to enhance Thailand’s self-reliance and sustainable access to HPV vaccines. This achievement also led to the collaboration between INNOVAX and Faculty of Medicine, CU which is currently conducting the study of single dose regimen of HPV-9 vaccine product of INNOVAX. The result will serve as an empirical evidence for Thailand National Immunization Programme.
In addition, cooperation between the two countries during the COVID-19 pandemic played a crucial role in helping Thailand access to COVID-19 vaccine and responded swiftly and effectively in the early stages of the outbreak.
At the regional level, China has contributed to advancing the ASEAN Vaccine Security and Self-Reliance (AVSSR) initiative through the ASEAN–China Cooperation Fund (ACCF) under the ASEAN–China cooperation framework during 2022–2023. This support has significantly strengthened and accelerated regional efforts toward vaccine security and self-reliance.
Mr. Yang Xiaolong remarked that it is truly gratifying to witness the enduring partnership and fruitful cooperation between Thailand and China over the past five decades, particularly in the fields of medicine and public health. He reaffirmed China’s willingness to continue working closely with Thailand to further consolidate and deepen this strong and lasting partnership continuously.
